The Demise of the 28-Point Peace Initiative for Ukraine: Why Peace Negotiations Continue to Stumble

Europe felt a moment of respite on Monday, as the tension triggered by the presentation of a new comprehensive peace framework for resolving the conflict appeared – temporarily – to have been contained. A senior US official spoke of "notable headway" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its response: another massive barrage of rocket attacks on Kyiv.

The Cycle of Negotiation and Warfare

The succession of opposing developments captured the bleak nature of the outgoing year. By day, political struggles are waged: hopeful statements are delivered from different nations. Considerable effort is allocated on managing specific proposals. By night, the Kremlin forcefully demonstrates the world that, for them, conflict continues to be the main instrument for achieving "peace".

Nocturnal Warfare

As military strikes unfolded into the early hours of Tuesday, the current condition of Ukraine's exposure was exposed. Ukraine is capable of detecting projectile deployments from Russian territory, a capability provided through up-to-date information. From vantage locations, military aircraft that had been dispatched to counter approaching guided weapons streaked across the sky – advanced fighter aircraft delivered to Ukraine by NATO members.

Soon thereafter, Kyiv's missile defense engaged: several firings deployed against a incoming threat. This was a sophisticated defense system at work, most likely provided by partner states. Every deployment shakes the surroundings, causing tremors. The moment of terror quickly becomes resigned acknowledgment: perhaps the approaching threat won't cause damage this time, sparing the city from ruin and further power outages.

Ongoing Risks

Soon after, a automatic firearm opened up on a unmanned aircraft somewhere nearby, part of a rapid response unit – almost certainly Western-made equipment. Sadly, the shots failed to hit the opposing UAV – it continued its flight toward its target.

With pauses, this carried on until dawn. Kyiv greeted the early updates: several casualties, destruction and heating outages in numerous residences as a result of the nocturnal offensive. As typically, everyone still went about their day – enduring hostilities. But those entire period illustrated Ukraine's vital need on external assistance – a need that neighboring countries are evidently unprepared to fill in the immediate future.

Ineffective Peace Efforts

The 28-point plan from US administration sparked intense emotion, controversy and profound anxiety – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and multilateral gatherings.

Every new proposal from Washington unfolds according to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with partner nations, effectively counters. They manage the tension but never actually achieve victory. This trend will, no doubt, persist.

Tactical Assessments

It is convenient to criticize specific actors of repeatedly advocating Russian terms. But that does not seem to be the complete picture. Washington operates on a assumption well known to experienced diplomats: you cannot win at the negotiating table what you have failed to defend militarily. The American government believes that it is unrealistic to force Russia to surrender the areas that it presently holds in Ukraine's southern or eastern regions.

The problem is that while recognising this factual reality, US leadership does minimal to prevent Kremlin actions, through diplomacy or military means, from assuming that the current condition will not evolve additionally in its favour in the months ahead.

Conflicting Perspectives

Therefore, Russian leadership is convinced that duration works to their advantage – that Ukraine and its allies are nearing depletion. Their motivation to agree to terms that does not give them the maximum possible gain is virtually nonexistent. There may be multiple initiatives to stop fighting, but they will carry on as long as Russia's leadership remains completely certain in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, gradually sacrificing civilians and areas but averting a total frontline collapse until circumstances change in its advantage.

Existing Situation

Objectively, there are no genuine requirements for a ceasefire. Now, subjective factors are becoming relevant: personal goals to negotiate peace and obtain worldwide acknowledgment, and Ukrainian leadership's twin challenges – on one hand, not to distance important partners, and on the other, to unite the population around the flag against any plan Kyiv finds unsuitable, so that their priority does not move to domestic problems. And although their task will now be much harder after current events, it remains highly unlikely that this will change their overall approach.

These conflicting dynamics are guiding negotiations.

Assessment and Future

It took a mere seven days to terminate the proposed articles of the latest plan. Forceful and unpredictable management of the matter by American leadership, resistance by Ukraine and the other European countries, along with calming attempts of negotiators, and finally, recent disclosures, all served their function.

While new plans based on old ideas are approaching, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are founded on Moscow's terms and reflect specific hesitation to change the course of events, if they stand together and improve their protective measures at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the predictable period, mainly require continued Western support.
